You could easily argue the entire category is affected every time coverage is skipped when 23M7 is used, so if that trip pay out were to be paid to the entire category, regardless of slip, then there's no incentive to submit a slip just to farm.
So a junior pilot in category with VAC over the days of the 23M7 trip is just as affected as a senior pilot who actually could’ve held the trip and was skipped over?
If every pilot at Delta started getting 23M7 pay, regardless of relative seniority / availability, then why wouldn’t every pilot have every type of blanket slip possible submitted on all of their off days, trying to maximize their category’s M7 pay? Farming would go up, not down.
