the bill didn’t restrict the companies’ ability to offer rewards/miles. the credit card competition act would have allowed competition between processing networks. that would have undoubtedly cut into revenue generated by the proprietary processing networks, but the banks who issue cards would have still been free to issue miles and rewards.
