These questions have been asked and debated several times over the last year. In my opinion yes it was a "thanks for voting down the union" raise and it in NO way came close to matching COLA.

As for your ASA question, I don't know but ASA gained a lot more in their TA than a few $ here and there. The Majority (CR2 & ATR CA’s especially) of their pilots ended up with huge raises while others not so huge. But all of them gained valuable pay structure and soft pay that they never had before. We can debate it one way or the other and although their TA wasn't industry leading, it did match industry leading. I’m not saying that it was right or wrong, good or bad, but it was approved by a very large margin.
