They do the research and see that the bid opened and closed while the awardee was flying. Pilots will rat out other pilots over greed and go right to the company instead of Pro Standards.
Yes. I got the story directly from someone who dealt with it. It was a fellow pilot who ratted them out. The chiefs hands were tied. They had to deal with it. Otherwise it would have gone undetected.
