Yes. Just to make sure people are aware though that a RES on LC can get a QS with less than 10 hours to report if the first duty period is DH-only, thus not an FDP. As you mentioned, the other common situation is if someone is going into a golden X day and gets auto-rested at 0600, they can start an FDP that reports at 1600 or later, even with less than 10 hours notice since they'd have legal rest.
