And enough local humint to send them coded targeting messages. The internet makes that pretty easy. For that matter, there are reconnaissance drones as well and both Chinese and Russian recon satellites.
And the issue with drones is one of cost effectiveness. It’s a low tech weapon but there are low tech relatively inexpensive solutions to at least limit the possible damage.
