It's not 220 in 168, but rather 220
flight duty period hours within a rolling 672-hour (28-day) window.
You would have to work twenty out of twenty-eight days while averaging 11hrs/day to hit that limit. Restricting pilots to less than one third of their life in an airplane doesn't seem too unreasonable.
