nobody gets into a base above a ROR unless the pilot is downgrading into the ROR base.

Company must provide positive space to any base for assigned trips for any any pilot with RoR base and hotels for five years.

All of this did not affect me but I feel horrible for the Denver guys and my vote will be to protect all us from this ever happening again.
