That is literally the definition of socialism. Government owned business. I know a lot of people like to use socialism as a broad term for anything they don't like, but the government owning businesses is literally socialism.
The government would be offering financial assistance, and Spirit would back that with the collateral of up to a 90% equity stake to protect the government assistance. That's not socialism, that's strategic government aid (A common government strategy)
