Yes, got to enjoy a RIF/BRAC era.
But military is not the same as civil service. Military naturally (and correctly) grows, shrinks and evolves as national security and geopolitics dictates... RIF after the cold war, post 9/11 build up, and now a pivot away from GWOT/COIN to maritime and air dominance.
My personal trajectory in the military took a big hit in the 1990's, but you know what, that's OK. I served when and where it made sense and was needed. So no regrets.
Civil service just it's by it's nature grows unchecked until somebody notices and comes in with a weed-whacker.
