This might very well be the play for F9 and Avelo. It could be a win-win strategy. Either the government shells out the money and other ULCCs get a government cash infusion, or it shuts the door on the entire idea to all airlines putting the final nail in Spirts coffin - eliminating a major competitor for Frontier and Avelo.
