He used poor wording but the idea would be to move OOBWS down the ladder to after IBGS. So all the LC/SC would be unaffected, other than the handful of SC pilot who get saved by an OOBWS pickup less than 18 hours to report.
And all the commuter pilots who can use OOBWS to improve their quality of life.
