That's why it takes so long if there isn't an obvious one to exploit then management has to ramp up the doom and gloom for their made up one until a real one presents itself. Pro tip: pilot costs normalize across the industry regardless and become fixed costs that then inform price and capacity. Just like fuel they will pay for the necessary inputs and charge prices accordingly.
