Nothing in post 242 fixes the OOBWS Auto-Accept problem.
A trip pops into open time inside 18 hours
Designating it a SS doesn't do anything.
Running a QS at the earliest opportunity doesn't do anything, the trip sat there running in OOBWS for over 10 hours.
Now tell me how many of those trips end up delayed or cancelled when QS is run 8 hours prior.
Length of time sitting on the OOBWS step is irrelevant. The company knows that letting a trip remain at that step is not a viable way to get a trip covered.
