There seemed to always be a tremendous amount of resistance on the south side to doing anything for the SLIs. They were considered by some to be "management pilots". NWA had significantly better SLI rules across the board, including "SLIs only" in the sim, premium pay for additional events and a hard cap on events so they couldn't be run to death. And those rules survived the NWA bankruptcy, but were jettisoned in the JCBA.

It's just a matter of priority.
