A minimum participation level is just a more polite way of saying a non casted vote is a no vote. The measure fails is the participation fails.

“Forcing” them to vote is forcing them to choose between shooting them selves in the left foot or shooting the selves in the right foot. Plenty of people opt to “do nothing” and not participate out of fear of shooting themselves in a foot.

No one can articulate an advantage over the other side without invoking their own bias opinion.
