By that definition, United States is in the top 3. Israel has also funded Hamas in the past. Hell most of the equipment of Taliban today in Afghanistan is US made and left behind. And we are funding the Taliban govt in Afghanistan.
Convenient of you to ignore the fact Iran has literally shot 40-50,000 people in the street, for trying to protest for change. The average Iranian citizen is terrified of getting shot, and is waiting for the right moment. One which may or may not come. Literally dozens of videos have made it out of Iran with the citizens cheering the bombing. And the expats are 100% in favor of it.
