I see your point on calibration standards and the resulting accuracy of such tests. Some of the tests are computer scored which takes the subjectivity out of it, but there is still a human component involved. Given the depth and breadth of testing + the administrative difficulties = more reasons to keep things as they are.
If the government is running it, I am sure the tests will be with a #2 pencil and a scantron sheet. Well, at least the old government, maybe we are finally modernizing it better.
