If you read the factual, you'd learn that it had eliminated the moisture on earlier flights. The pitot/static system on the B2 is dramatically different than the typical plane. The "lesson learned" from an earlier deployment was lost when it wasn't incorporated in the manual.

The AIB report makes for some interesting reading. Bummer to lose an otherwise flyable airplane.
