The employee lots used to use paper rear-view mirror hangers which were issued quarterly, and were not IDed to a specific employee or vehicle. You might be able to find a PHX-based mesa commuter who does not need their hangers, and will give it to you for $20 bucks/quarter.

Also I think you can buy an employee lot pass as a commuter...check with airport admin offices.
