you cant turn a whole lot of revenue in 19 or 30 seats. As much as everyone likes to believe turboprops are the most fuel efficient way to transport people you still have economies of scale. larger airplanes have lower CASM. the dash8-200 can move 50 folks for a small increase in fuel burn over the 30 seat saab... with more cutbacks coming to the industry you may be able to fill larger aircraft and smaller t props need to find new routes to fit their size
