I cant tell you how many times I've heard them and other foreign airlines at JFK botch instructions both on the ground and in the air because their English was marginal. Yes we all screw up instructions now and again but its chronic with some of those carriers.
Oh and remember last year when that Air China 74 and the Delta 76 had a little collision on the ramp at JFK? It ripped the winglet off the left wing of the 74 and torqued the end of the wing under in a curl with just hanging shards of metal. They flew that thing back and forth between China and the US for a week like that before it was finally grounded.
This happened again between an AirChina 74 and a Freedom E145 a few weeks ago.
