No, it's a pretty cut and dry question. For some reason, you do in fact have a restriction. List you type, and you will have plenty of space to explain why. Not trying to judge you, but most folks who have such a restriction had some issue in the sim. If thats the case, well, stuff happens. Explain what you learned and move on. If it was something else (cert issue with the sim?), be sure you have some kind of proof.

Answer the question "do you have an unrestricted type?" no, list it later on the app, and have your proof about why ready. Anything less than complete honesty will get you shot down for sure.
