How does the UAL furlough mitigation letter work in terms of volunteers? Are the volunteers recalled by the seniority of the furloughee for which they've volunteered?

If so, do you think some guys would wait a little longer to volunteer for furlough [for a more senior furloughee]? This would allow an earlier recall for a volunteer with the ability to bypass until all furloghees are called back....right? I'd guess more pilots will take the voluntary furlough but are waiting to get a more senior number.

It seems like a volunteer would have more options by waiting a bit.
