I know of three flight schools that the majority of their foreign students are from India. They are:

Kemper Aviation - Lake Worth, FL

Not sure what Kemper's prices are however I venture to say they are somewhere in the ballpark of other Florida based flight schools. What you're looking to accomplish will run you between $47K-60K.

It's all about location.
