Wow, that makes me mad too. I jumpseat on you guys all the time, AA and AE and don't have to pay a dime. But to jump on your own airline, you have to pay, and if you "cheat" you get disciplined. Yeah, that's how it feels. Very Jr. High-ish. I don't know about getting the rule waived. We'd have to bring it up with the MEC and see what can be done. But in general, most everybody just wants to put along and not make waves. I don't want to make waves either, but the policy just doesn't make sense.
