If they displace 100 captains back to FO, that creates 200 surplus FO's. 100 less captains = 100 less FO's...when the 100 captains displace back to FO, that makes another 100 junior FO's redundant.
Mesa may have a higher CA to FO ratio than other carriers. All CA's were right seat qualified, and were frequently used (and abused) in the right seat.
