If DHL feels that they cannot make enough money to sustain their business interests here in the USA, but they are willing to contract out the major portion of their business here, and at the same time, continue to have a presence, what can our government possibly think will happen if they deny DHL the right to hire UPS to do their air-freight business? Seems to me that DHL will either have to continue to subsidize their money-losing business, or just get out, lock, stock, and barrel. If it were my company, I know what I'd do.
