I agree, the blinking ads are annoying. Internet Brands is aware of your complaints, and last time I spoke to them they said they'll be looking minimize the flashing ads.
The reason you're seeing a lot of out of country ads is that the advertisers are existing advertisers at
www.pprune.org (another IB property), and were given a trial run here. I expect the ads to become more relevant in the months ahead. After all, I don't think a flight school in Australia will be paying up to advertise to a bunch of Americans.
Don't worry, there won't be any for-pay access here. If you look at the other IB web sites, the community sites like APC Forums are monetized using ads only.
