I believe it's RAH that's taking down Go!. They're providing the planes, the crews, and the funding. All Boyer is doing is lending his paint scheme and website.
They could not have done this as easily without Boyer in place, also the agreement is that Boyer's company is paying RAH for the operation of the aircraft regardless of actual loads, Boyer is the one who will be required to sell the tickets, RAH can fly the jets for him all year and never see a passenger, he would still have to pay for the operation of the aircraft.
