Just stay away from this guy. Nobody could possibly need time that badly. I wouldn't want my name or tickets connected to this person in any way. I have to wonder about the flagrant disregard for annuals and AD's but still wanting a BFR. Something just doesn't ad up there.
One thing you might consider is alerting the airport manager to this guy operating an unairworthy aircraft out of their airfield. Once airport managers are aware of this type of activity it has a funny way of getting the FSDO's attention.
