When I was at PBS, I worked closely with the union regarding it. In a previous job with another airline, my wife had been a PBS administrator.
It *can* improve things, but only if there is a full re-write of Section 25 to include specific paring and line construction language to prevent pilots from getting royally boned. Additionally, I believe full control of such construction should go to the Scheduling Committee Chairman. At the very least, the SCC should have veto power over any proposed parings before they are published. At the very most, all parings should be built by the SC.
