AWAC was moving into IAH before that. I was based in IAD in the summer of 2002, they were there. Albeit, in a very limited capacity. But UAL had plans for them there before they filed Ch.11 and were parting ways with ACA.
Most of the reason for AWAC operating UEX routes out of IAD in 2002, was because of the conflict ACA had because they operated for both UAL and DAL. AWAC did the IAD-ATL route because ACA couldn't fly into a DAL hub for another carrier.
