From the contract I seen, scope is 86,000. Compass will be over scope weight limit if airplanes are upgraded to AR weights. Thus there is the exemption. If the planes they get are not AR weights then it is under the scope limit.
There is also the total limit on 70 and 76 seat airframes of 255 which includes all DCI and x-airlink carriers, including Compass. That number can flex up, contingent on mainline growth.
