I might be wrong but I think it's up to the company to decide, usually based on station staffing. If LGA will be understaffed then they might transfer people ASAP. On the other hand, if JFK remains understaffed, they can keep you there until next May (6 months).
Hopefully there will be a new flow plan coming out soon to reflect the latest bid results.
