The third runway at SeaTac underwent a long and arduous battle before coming into existence. It also cost $1 billion, but I'm glad to see it and hope it will help with congestion. Some good news in the middle of what seems like all bad news all the time.
I don't know anything about building a runway, but why would one cost twice as much as another? Is it twice as long? Grooved? CAT III approach going to it? Needed more taxiways?
I guess there are a lot of factors that go into it.
