It has been in the pilot contract for a long while now... they just never had the software to make it work. If you check in the LOA's in the back of your contract. It's LOA 06-06 page 221 and was agreed to in 2006

The earliest it can be used will be for the Jan bid cycle... but it can be used at anytime, not just now.... basically, from now on if you can't bid out of a base and into another, you have the option of finding somebody willing to switch with you. Visit the EGL pages on
