It still looks like the arbitrators will shape the list but it will be negotiated. Both sides are meeting and talking with the arbitrators back providing guidence. The end result I suspect will be a negotiated list that mirrors what the arbitrators would have awarded.

Good, I still think something negotiated is better for all.......but maybe then they can still blame it on the "wise men"?
