don't know about the majors, but at the regionals, the uniforms are typically payroll deducted. Some companies provide uniform allowances (either a lump sum at the start, or so much per year). It all comes down to the contract.

Broke FOs can sometimes find used uniform coats for sale from other pilots at the company (like captains that just upgraded or people that are moving on to other companies).
