All I know is: many have tried, few have succeeded.
There was a fair amount of this going on during the post 9-11 days. Very much varies by state to state, even county to county. With budgets being squeezed, good luck getting a $15,000 type ride paid for by the taxpayer.
Not to say it's hopeless, but from what little I understand, it's pretty much a cripeshoot. I think you need to go and actually speak to your local unemployment office with as much data as you can put together and see what they can come up with.
