Eagle is a wholly owned subsidiary of AMR, essentially American airlines. If there was money to be made on E 190 routes, why wouldn't mainline fly them?
Simple. Pay scales. Everyone from pilots to mechanics would have to agree to work them for peanuts if they want them. They tried that several years ago with the CR7's.
