Public transportation is minimal in SOCAL (unless you take a cab). A bus to the airport would be about it, but if you had to sit reserve I doubt the bus would get you there 24/7.
I would get an old VW bug or a honda civic. $1000 is the going rate for any car that can pass smog, but if you bring one from out of state and don't register in Cali that might not be an issue.
