That's not cool at all. I think that's something along the lines of a felony, if the cat isn't lying...definitely already violates the regs alone. I can't tell you how I'd handle that if I was on the receiving end.
Doing this to an on-duty flight crew member sounds like a federal felony, probably falls under some terrorism statute. I think you could get real prison time for this. I would actually turn the guy in.
