Exactly, but more specifically one side of a flap panel coming down faster than the other side. In other words the whole panel twisting. The idea is that it stops them in a certain position before they twist.

If it gets any kind of an abnormality it stops the motor and engages the brakes thereby holding it in position against the slipstream.
