No "intent" stated one way or the other. Merely that the monies had been set aside. They understood that they were about to tank an entire states' unemployment system. I can see why OH fought hard to stop the deal. After all, they invested a lot in road infrastructure, etc, as bus mentioned. The ILN bypass was started specifically for the airpark, as one example. I'm not getting into all this again. I was just starting to enjoy some good natured banter on here and FR8K9 has to start hashing it all over again. This site is worthless.
