Because that's the way Phil Trenary chooses to run an airline. He makes his big bucks based off of bonuses that can only be met with a skeleton labor group with **** poor pay; whereas, a CEO like SkyWest's makes his big bucks by investing in his own company. What a new and radical idea. Pinnacle has no interest in having a quality service.

By the way, anyone that's about to refute that needs to go look at the CEO yahoo financials for both companies. It's in black and white.

I'm sure the negotiations play a factor in this as well, but ultimately it's just 30 captains going back to $20,000/year so that upper management can make a few extra bucks on their bonuses.
