The FAA should issue a national one time photo pilot ID with every new hire 121 FO or ATP licence. The issuance should include a one time background check and career tracking. The same ID could be updated and used at every company and airport to gain entry and as official ID. A simple swipe could verify currency, security clearances, medical validity, employment and airport privileges. Not only would this relieve the burden of employers to preform the 10 year background check but it would be a more positive evidence of identity and abilities.
