09-02. Displacement bid out shortly and there will be a buyout offered

Why is the company having to offer buyouts? For the past five years, everytime a pilot celebrated his/her 60th birthday, the company should have told them "Congratulations on a successful career. We have no vacancies for you so enjoy retirement. Goodbye."
I hope after the displacement bid, anyone leftover without a place to go is just stuffed into the most junior seat like all of the ROPES for the last five (probably ten) years.
