I agree, the budget should be balanced. It just never will be as easy as you seem to think it will be. You essentially balance a budget by either cutting costs or raising taxes. Both of those options don't go over that well with a lot of people in this country. The only surefire way to balance a budget is to have one dictator running the whole show. He alone decides what should be cut and what should be spent, keeping the budget absolutely balanced. However, we all know that having one dictator is a really bad idea.
