Has not UPS nearly done that already? In PP3 (March) there are only 21 DC8 regular lines (with an average line credit of 55 hours). There are 106 bidding captains in the schedule bid pack. More are scheduled for training now that peak is over. The reference seniority list after training is complete calls for 119 captains, 115 FO's, and 146 FE's.
IMO, there are too many possibilities to predict what will be, at least for a while longer.
